regarding playing dishonored

i have a ati r5450 graphic card, i3 550 cpu(3.2 ghz ), 3 gb ram
so can i play dishonored on low settings .
i know the ram and gpu will be problem for me, so related to it any good upgrade will be helpful
i am going to get a new psu 430 watt.thanks

Well, Dishonored isn't too new. I fairly sure you can play it on low settings.
You can always try this: http://www.systemrequirementslab.com/cyri
You do come in just under the minimum specs though.

A new PSU won't let you play the game better though.
