suppose im using 50% efficient PSU that’s tasked with providing 50W of power to a system and is drawing 100W from the grid and the extra 50W is lost as heat..
so, does those extra 50w heat will be considered in my electric bill everytime?

If the system is drawing 500 Watts DC, and the PSU has an 80% conversion efficiency at that power draw level, then you will be paying for 625 Watts of AC power draw.
I used your numbers for my explanation.
The unit draws what it needs to from the wall (then it undergoes its efficiency scaling) to the actual output wattage. You really shouldnt be worrying about that so much, no matter what unit you buy they are all going to pull similar watts from the wall.
 


Of course the electrical utility company will charge you for the electrical conversion losses. Anyone that says differently doesn't have a clue what they're talking about.

omg...!!! so i have to pay for full 800w for 800w psu...even if i am using 500 w
