Regedit

Hello,
whenever i give regedit command, it does not open. here is what i see
Regedit is disabled by the administrator.

Yes. That is Windows default. You need to log in as "Administrator".

Is this a work computer? or personal?

You have to be an admin to be a power user.. i believe to run regedit.
