Is it worth sending a player to surgery? Sometimes it doesn't seem to
work and also I'm afraid it might be doing more harm in some cases.

Are there certain injuries that should beleft alone?

IMHO, only when it lasts longer than 6 months you could sent them - it can
shorten it two months and vice versa... else it has no effect.

I've always sent my players to physio or surgery, but tbh I don't have a
clue if it helps or not

In theory, for injuries that have a potential to be recurring (e.g. groin, spine
etc. See the values in the pre-game editor for a run-down of which is which.),
it is much safer to send someone to rehab even if it means gambling on the
treatment being longer than the actual injury. It will help forestall a
recurrence perhaps during a critical time of a campaign.

Assuming FM is not like the older incarnations of the game, SI have got the
rehab+injury bug sort of fixed, then you won't have the scenario whereby a
player coming right out of a long rahab instantly gets the same injury DURING
training (never in a match). Instantly as within the same hour of the news item
announcing his recovery; regularly.
Assuming such, then, the above advice would hold true. If they have not got it
fixed, it is rather pointless to go for a rehab, except, to chance it to have
the treatment time shorter than the injury.

Answered in part already in an earlier post. But all based on 0304
naturally.
I do hope SI have sorted the rehab/injury bug. No one has mentioned it here
nor on the SI and dugout boards though I really have not been following them
much at all now.

it wasn't quite bug, but AI ALWAYS insisted playing not fit players(one or
even two months till recovery) and they get the same injury over and over

A good list. But for actual values of whether certain injuries do recur or
not, you should fire up that pre-game ed. and take a look at the 'can recur'
flags.
