Reinstall Stuck at 98%

Hello,
I’m trying to reinstall Windows (while keeping my files and settings), however, after every attempt, it gets stuck at 98% for hours.

I have to do a reinstall because the OS got completely messed up (Some System32 files missing, start menu broken, Control Panel broken, UAC broken, Desktop black, etc.) after getting stuck during an earlier update (which also got stuck at 98%). It was stuck for hours.

I’d appreciate if someone could figure out a solution to this problem, as I’m completely lost. I’ve tried Safe Mode, chkdsk /f, and sfc /scannow.

have you tried disconnecting PC from Ethernet or WIFI before running reset, as the last part of install is when it can get driver updates. Only have what is essential plugged in, remove any WIFI cards or USB devices apart from Mouse/keyboard

Do you have a win 10 installer? If not, On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - just a handy boot drive

Can you get into safer mode? Did you use chance to copy anything off PC you can't afford to lose?
If you can't get into safe mode
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose troubleshoot
choose advanced
choose command prompt
type...

type notepad and press enter
notepad opens, go to file > Open and File explorer opens. Use this to copy files you want to keep.

You might want to try a fresh install as it could be the image is bad. SFC just checks System files running, you would need to run DISM to confirm Image is okay as well.
