Reinstall Windows w/ Files?

My computer will not boot, but I am able to reinstall Windows. I am unable to use F8 to access the advanced boot options.
Is there any way that I can reinstall Windows without erasing all of my files?

Do u have USB pen drive?

I have access to a PC running Vista and a 4GB USB drive.

BTW, how much data are we talking about?

It's a desktop, and there is about 90 GB of data on the SSD and about 600 GB of data on the HD.
