Reinstall Windows without access to BIOS?

Basically my computer won't start up because I was messing around and something happened with my operating system where it won't boot, and I got a diagnostic and they told me to reinstall Windows. But my problem also disallowed me to boot up to my bios as when I press the bios key it freezes. How can I reinstall Windows and get my computer up and running again. (P.S I have a hdd and a ssd)

Reset BIOS/CMOS first, that may let you access it. Try booting to BIOS with drives disconnected to make sure that BIOS is operating as it should.
Disconnect HDD too and try booting from wherever you have windows boot disk on, with some luck it may decide to boot from it if no boot sector is found on anything else.

I report... bios isn't booting even after reset and unplugging hdd and ssd. Send help

There's no much you can do then, BIOS has to be flashed.
