Reinstalled drivers, performance went down AMD

Alright so today i got my radeon R9 380 in the mail and it is awesome. And last night my pc was alot slower than normal so i deleted my drivers and everything and reinstalled the AMD drivers. Now, my performance is shit. On MSI kombuster i used to get around 170 fps minimum while under 100% load, while now i get 45, maybe 50 fps with the same settings. Except now it wont go 100% load constantly. It will be 100%, then around 60, then 0 and then 100% again. And also the menu from dying light is in game, and max settings i was able to get 60 fps before and now barely 30. And ive noticed in multiple games that it stutters. That it will be smooth and then it skips frames for a second, but it doesnt freeze. Ive reinstalled the drivers again but it didnt work.
I have no idea what to do and i really hope it is not a dead GPU....

Yeah sorry it is already 1AM here, i got it last morning and a few hours ago it started being slow
