Reinstalled RAM- PC won't turn on

I had a problem where my RAM would constantly be at 80 or 90% I decided to reinstall my RAM but when I reinstalled it the PC would not turn on properly again. Everytime I turn on the PC the fan starts making noise and all the lights inside the computer light up, but after 2 or 3 seconds the fan starts turning off and everything gets turned off. This repeats on a loop again and again without any change. I had tried putting the ram in multiple times in Multiple different spots. Nothing works. Please help- my PC cost me 1500$... I have an i7 prosessor. A GTX 970 and a Gigabyte GA-Z170-Gaming K3, motherboard. The ram was DDR4 8x2 2133mhz.

Perhaps, your MoBo was damaged in the process.
You did check your machine with just single sticks, to rule out one of them is faulty?

What do you exactly meant with RAM "at 80 to 90%"
You have 16GB installed...
