Reinstalled Windows, port fowarding not working.

I recently replaced my computer's Motherboard, Ram, and CPU. With this I reinstalled Windows 10. Now i'm having a problem were UPnP doesn't work and manual port fowarding does nothing when both of these worked prior to reinstalling.
I have gone over every setting in my Sagecom F@st5260 multiple times and am a experienced port forwarder. With the UPnP not working and me trying to port forward several times not working I believe the problem is with a setting within Windows.
I like my privacy so I do disable plenty of things when reinstalling Windows but I've gone over tons of settings to find the problem but nothing has worked. I've been trying to connect to a server in-game and used two sites to check to see if my port forwarding is working but nothing. Also I should mention i'v added exceptions for my port in the Windows firewall but i'v also completely disabled my antivirus so that isn't the problem either I believe.
 
The geeks among us hate uPnP ... it's like opening a door to hackers.

Also, the Sagecom Fast routers ... google that ... they are not as straightforward as one would hope.

Since your only change is reinstalling windows, it would seem the issue is with the software on your computer. The most likely issue is with the windows firewall. I understand you have disabled some services to protect your privacy, but that is unlikely to interfere unless the port your trying to open has something to do with windows (I'm assuming you have a media or game server). Have you tried disabling the windows firewall?
 

I added TCP and UDP execptions to the port I was using but i'm pretty sure my antivirus (McAfee) was taking control of the Windows firewall and when I disabled my McAfee firewall it disable the Windows one as well. I cannot click on the text that says, "Turn Windows Defender Firewall on or off" and it says "These settings are being managed by vendor application McAfee Personal Firewall"
UPnP still wasn't working before I reinstalled McAfee so I don't believe that is the problem.
 
While it's possible that your ISP is blocking ports, it's not as common as most people think. A firewall will do 1 of 3 things to an incoming request:
1. Allow - The port is open
2. Deny - Send back a message to the requester that the port is closed
3. Drop - Discard the request. This is what stealth is. Any firewall should be able to do this, not just ISPs.

Have you checked UPnP in services?
 
In the search bar (next to what's left of the start button) type "services". This will bring up all the services running and not running on your computer (there are a lot). Scroll down to UPnP Device Host. The service will either be running or not (probably not). It is probably set to manual start, which means an app that needs UPnP should be able to start it. If your app is failing to start the service, you may need to set it to automatic (starts when windows starts). McAfee might also be block UPnP (I don't know if it does).
 


I'v actually already tried this and it didn't work. I tried it once more and still nothing. I got on the phone with my ISP and they pretty much took simple steps to port forward and get UPnP up and said it should work, so if it isn't your going to need to replace your router :/

UPDATE: I replaced my router... still doesn't work.
