Question Reinstalled windows problem or video driver problem

Hey guys, so heres my problem. Few days ago I reinstalled my Windows because I didnt do it in a while... Ok, the Pc worked fine before, but after the reinstall he has frames, glitches, like I do not have a video driver or something, its not smooth at all... I reinstalled 3 different Windows versions, with all is the same thing. So i had an old HDD, I change my SSD with the HDD to see if it works ok, It does, and I reinstalled the Windows on it, and surprise, the same thing happened, I cant play games and in Youtube too, has frames too ... Ok, can someone has an idea wtf is going on ? Thank you

Motherboard : MSI B 150 Mortar
Processor : Intel(R) Core(TM) i5-6402P CPU @ 2.80GHz
Video Card : NVIDIA GeForce GTX 970 4Gb DDR5
Memory : 16 GB DDR4

Did you download and install the latest drivers from Nvidia?

Yes ,of course ,even tried to clean my PCI slot ,i installed ,uninstall them ,everything ,still the same ,with driver or without ,it was the same

How are your temps? Idle and while gaming.

What is the exact make and model of your PSU?

Cpu 41°C and motherboard 39°C idle, and gaming idk for the moment ,i don't have a game installed ,and the PSU is Njoy Woden 750, and even when I'm idle It doesn't work good ...

That is a very poor quality PSU with a real wattage of 612W. I am suspecting that is your issue here. Age degradation and poor quality= problems

Ok, so i changed the PSU, still the same, i change the video board, the same ....IDK what could be the problem

You changed the PSU to a new? What model? You tried another GPU and has the same issues?

Wasn't new ,my old model , and yes ,I tried another GPU and was the same problem
