Reinstalling hardware

Hi all . The power sometimes goes out in my building, when it is restored and I turn on my pc it not longer recognizes the ethernet controller that I previously installed and have been using on it. I have to constantly reinstall it after the power comes back on. It doesnt require me to do this when I shut down, only when the power is completely off. Anyone know what the problem is. Thanks for your answers in advance.

Since I'm here, Its also always continously making a noise like its working hard all the time its a little irritating and in know that can't be good. Do I have a obvious problem here?

Whats the ethernet controller model name? Download new driver, uninstall the old one and install the new one.
