Reinstalling thermal compound

I have a 3.06ghz and getting a shite tempreture (about 60'c load) with my Swiftech mx478, I was thinking of reinstalling the thermal paste as my case tempreture is fine and i have a Delta fan on the heatsink :/
But HOW do i remove the old thermal paste?

I have some Arctic Cooling Silicon, but shall i use the artic silver, i have installed at the moment and reaply.

Please help the noob😀

Arctic Silver should be the best... if you use a THIN layer.

You can clean your CPU with paper towels and rubbing alcohol.

My CPU fan spins so fast that it creates a wormhole 😱
