Reinstalling Windows 7 & Primary SSD/Secondary HHD

I'm trying to make my new SSD my primary drive and my old HDD my secondary. I've tried erasing the boot sector from the HDD, but it wouldn't let me. I tried cleaning the HDD with the diskpart command and also doing a secure erase, but so far nothing has worked. I should add that I'm also trying to reinstall Windows 7. If anybody can point me in the right direction or tell me what I'm doing wrong, it'd be really helpful. Thanks.

Disconnect the HDD data cable.
Make sure the SSD data cable is connected to your lowest numbered chipset (Intel or AMD) Sata3 port.
Enter the bios and set the SSD to be the primary boot device (see your owners manual)
Install Windows with the HDD still disconnected.
Once windows is installed you may shutdown and reconnect the hdd data cable to a sata port. I typically connect it two up from the SSD to leave room for another. IE if SSD is on sata3_1 I would install the HDD to port sata3_3

I had already installed the SSD without the HDD connected, but I believe it was in sata port 3 when I installed Windows 7 on it. Does that matter even though I switched sata cable to port 1? What's an easy way to go about reinstalling Windows 7 on my SSD? I have the Windows 7 disk. Btw, this is a custom built PC, if that matters.

Yes. I started erasing the HDD with DBN. It's almost done. Would I do the same with my SSD? I read somewhere that using DBN is terrible for the SSD. I want to get rid of the OS and boot sector on the SSD I tried installing prior. I just want to start fresh using Popatim's suggestion.
