Reinstalling windows made WoW glitch out- flashing colors and textures

I have recently reinstalled windows since my computer was running abit slow, and had bad fps. Immediately after the reinstallion, I hopped on WoW only to find that there is flashing colors and textures- BUT theres 30-40 FPS ( before it was 9 fps 24/7) I assumed by reinstalling windows I would get updated graphics with it- but WoW asks me to install new drivers. So that's what I did, and im right back to the 9 fps. I am going to roll back my drivers till its back to the 40 fps- any suggestions on how to fix the flashing colors and textures?
My computer is NOT designed for games at all, so 30-40 fps is like 200 fps in my eyes))

You getting your driver from AMD? Also your system is way to slow, for WoW. At minimum, you need a graphics card, but that CPU is not any good, for WoW, either.

Did the FPS drop after the Battlegrounds release? I believe they made some graphics updates which require the newer drivers to run properly. May be you got away with it before but as Hades said your machine is not good for WOW and Battlegrounds especially.
