[SOLVED] Relaying calls through pc

For family reasons, I need to somehow make an online call to be relayed to a local cell call.
In other words, I want my father to call me through whatsapp internet for example, and I relay that call through normal cellular network to another mobile so my father can call someone without internet..
Any application or tweaks of Virtual audio cable that could help me achieve this?

This is an extremely confusing question.

If your father has internet service, which he must have to use Whatsapp or any VOIP service, he should be able to call any legitimate phone number that the service he's using supports. The people on the receiving end can be on a regular landline, mobile phone, or VOIP phone/app themselves.

Buy your father Skype Out subscription. Don't reinvent the wheel.

WhatsApp call is through internet and has nothing to do with cellular network.

Only one time you need it when you set it up on a phone for the first time, to get OTP.

It doesn't work that way.

Either use the internet or buy a mobile plan.
