[SOLVED] Reliable methods for checking CPU bottleneck in terms of frames per second?

I was watching a youtube vid that briefly suggested booting up a game and looking in a direction that doesn't have much going on. Supposedly, the FPS you max out at is roughly the highest FPS your CPU can output. Can someone verify this? I'm looking at options to upgrade my GPU and I'd like a reliable way to check where my CPU's upper FPS limit is in specific games.

Do you know of any other ways to check for CPU bottlenecks?

Drop the resolution and game settings and see what FPS you get. You can also monitor cpu usage, watch each core/thread as it only takes 1 at 100% to limit performance.

^+1, if lowering the resolution doesn't significantly increase your FPS you almost certainly have a CPU bottleneck.
