Not really Internet. The precursors to this - the rotary phone handset cradle modems aren't Internet either, but did allow remote communication and data transfer between PCs. I had a friend with one of those, back when you would record your programs to cassette tape before floppy disks were invented.

But where do you draw the line? I like AOL because that looked like internet, was targeted to the masses and succeeded with that.
 
Not really what is needed, web developers should be made to write their pages as if they were writing for dial up connections
