Remote Access to laptop from phone

What is the best software to be able to control a progrom on my laptop from my Note 2 phone?

Teamviewer. Install it on both your laptop and phone. Optionally make an account and add the laptop to your list of computers. Make sure you have a password set.

Does Teamviewer give me "control" from my phone or only allow others to "view" the screen of the laptop?

You can control your laptop with it. I've been using it for a while now to control my home server when I don't have access to a computer.
