Remote connecting via tethered hotspot

Hello all,
Any ideas or thoughts on the following: I want to be able to remote in to a computer that currently has no internet access. I'm trying to figure out a way to be able to do this via a Verizon hotspot. I have consider tethering the hotspot with a noip account to broadcast a ddns. My concern is that the computer needs to be connected to a LAN connection at the same time for the purpose of monitoring machine for building air conditioning. I'm also trying to avoid paying for a static IP. So basically, I want to use a hotspot to remote in to the desktop computer that is monitoring equipment over its Ethernet port. Is this possible? If so, I have heard that 4g hotspots don't offer a public IP, meaning I couldn't use it for a Remote Desktop connection? If this is the case would a 3G hotspot be sufficient?
 
Solution
I would start by discussing this with a cellular provider BUSINESS SPECIALIST. Although no public IP is the default, for a few $$ more they may be able to setup a public dynamic IP address. It is probably a lot cheaper than a static IP address.
The no public IP is the killer for using mobile broadband for incoming connections.

I would use something like teamviewer. If the other end can accept a incoming session I suppose you could let the machine on the broadband side constantly attempt to open a outgoing vpn and it would only work when you activated it on the remote end.
