Remote Control Download Manager over Internet

Guys, I need help finding a Download Manager (IDM, Eagleget, etc.) application which can be remotely controlled. (Please, no teamviewer or any dumb remote. Real remote much like utorrent remote over the web).

Such software may not be even available. Just needed to ask here in case one exists. Looking forward for answers.

The other pc (the one that will download) is always online (20mbps/2.5mBps) but port 80 is closed (isp restriction), the control pc is on a very slow network connection (160kbps/20kBps) that Remote Desktop or Teamviewer is not at a usable performance.
