I tried logging in to my computer as I have a password and it says RPC is unavaliable how do I fix it so I can log in

You must be trying to use remote desktop.
Log in locally first to enable it.
Click Start.
Type "remote" in "Search programs and files"
Click "Allow remote access to your computer"
Select "Allow connections ..."
If there are two of these options, the first should work with any version of Windows and the second will only work from Windows 8 or Windows 7 with the right hot fixes.
Click OK
