Is there a way to turn my router on from my android phone

Not that I am aware of. Most routers enable remote Access, but turning it on is a physical thing, none i know of have a remote on from standby mode.

Why is it OFF?
How is it OFF? The physical switch on the back? Or something else?

You can reboot a router or siwtch the wifi on/off by a schedule using the setup, but you cannot wake it up from off or by WOL.

SURE. Anything is possible with more$$ and know-how.

Top of my head those home automation stuff that can turn on lights remotely. Plug in your router's power plug to the light receptacle, voila.
