Removal of liquid cooler to replace cpu

Best practive to clean old paste off cooler plate?

Then use pad that comes with new cpu or use thermal paste?

Clean off paste that is on cooler plate, install new CPU, use new paste and install cooler.
Never heard of a pad comming with a processor.
