Remove Multi OS Options

You can Follow these steps:

1. Click Start
2. Type msconfig in the search box or open Run
3. Go to Boot
4. Select which Windows version you’d like to boot into directly
5. Press Set as Default
6. You can delete the earlier version by selecting it and then clicking Delete
7. Click Apply
8. Click OK
9. Restart your computer

That's Weird that you see two options in system startup settings and only one option in the Boot system settings. it must be an issue with the Disk MBR.
Did you try to uncheck both of the display time options in the system startup settings?

its not even an OS, it says Debian installer or something, i install the os on windows and said that i need to restart, after i restart, that dual boot comes up, and if i choose it, it just an installer

Did you try to install WSL (windows subsystem for Linux) and it crashed during the installation process?
If that is the case then this may be the reason, I don't know in which stage your installation failed, so, I don't have a really good idea on how to resolve this without formatting the drive in which windows is installed on.

its not crash, i forgot what happened, but i'm pretty sure i just cancel the installation normally
