remove static charge before building up computer?

hi , people say touching the unpainted part of computer case help to remove charge on body (or grounding), but how to ensure the unpainted metal part is grounded to earth ? should i turn off or turn on the main switch before my hands touching to the metal part? Thanks
 
Just touching a metal surface WILL NOT get rid of static build up unless that metal is grounded.

All computers use 3 pronged cords on the power supplies, so provided the machine is plugged in to a properly grounded outlet, just touching the metal frame of the computer before touching anything else is sufficient.
 
You should not be touching the PC innards when the motherboard light is on, turn off the rocker switch at the back of PSU.
Otherwise, what MJSBLUES said, as well.
