I have an option to uninstall a program on control panel, but I do not have the program installed anymore. Clicking uninstall is unresponsive, and refreshing the list doesn't work. What do I do, to just remove the option from the list?

Solution
Hi, download [CCleaner]. On the left click on Tools. Choose the program and on the right choose the Delete button. This will remove the entry from the Control Panel.

It's important to know what the buttons do. Uninstall runs the normal uninstall program, Repair runs the repair for the program, Rename allows you to rename only the entry in the Control Panel, and Delete simply removes the entry from the Control Panel.

A word of caution, I would advise staying away from the registry cleaner in CCleaner.
