[SOLVED] Removing remnant of Norton Life Lock

A f(r)iend installed Norton Life Lock on my computer some time ago. The web safe component of it seems to have properties of a Star Trek race. Every time I try to download torrenting software, Norton's stops the download.

Last night I got fed up enough to fresh install my system but somehow this Norton's smeg seems to have reinstalled. Even with my newly built system if I try to download utorrent 2.2.1 I get the download blocked by Norton.

There is NO norton icon in the task bar and there is no norton product showing up in Apps.

Does anyone know of a way, short of installing Linux, to get rid of this smeg?

Tried the Norton site and found a "Remove and Reinstall" tool available.
Downloaded the R&R tool and selected remove only from the advanced tab.

Allowed the computer to reboot as requested by Nortons.
Logged back in and tried the utorrent download again but still get the dialog above.

Still hoping for someone to suggest a way forward.

Just went into "Manage Extensions" in Google Chrome.
There were two Norton's extensions there.
I removed both and then the download worked, without problem.

Writing as a separate post here in the hope that it might help someone else who experiences this GOTCHA.

how did you do a fresh install?

I created a USB boot drive on a 16GB drive on another computer.

I removed several external USB drives from the machine to be reinstalled.
Plugged in the drive created above.
Entered the BIOS of the machine and selected the new Drive (above) to boot from.
Booted from the drive and pointed at a partition to overwrite completely.

Once completed I allowed it to finish install.
Completed the install tasks once completed.
  1. Created the windows account that was to be admin.
  2. Set a PIN for that windows account.
  3. Said no to all of the Windows optional benefits. No to helping M$ improve the OS. No to sending inking data. Declined joining a phone to account.

I ran windows update.

Rebooted Windows to install the updates.
Logged in with the PIN detail in 2 above.
Shut down the PC.
Reconnected the external USB drives mentioned above.
Started the computer again.

{Installed Google Chrome.
Set Google Chrome as Default Browser.
Installed BitDefender Total Security
Installed LastPass
Installed IPVanish} Rebooted as required by installation tools.

Rebooted again and Set BitDefender to update the Virus Definitions.
Rebooted after Virus Definitions update completed.

Tried to Download utorrent 2.2.1 from www.oldapps.com
A Norton's dialog advised that it had prevented the download.

I went through several iterations of rebooting trying to download utorrent and searching the web for instructions from removing Norton's. To no avil.

Wrote this question.
