You can use igpu of i9 9900k to make it even faster to render a video .

For rendering there is X299 platform which is even more costly then Z390 & also adobe favours intel more than amd . Rendering a video eats too much system resources than you think you might even fill up 32gb & might need to upgrade it to either 64gb or 128gb if the size of video to be rendered is too large .

should I pick i7 9700k or I7 8700/k? Would they work better?
with z390?

Yes you can pick i7 8700k or 9700k & it will work with Z390 . But you should get i9 9900k because it is 21% faster than 8700k in adobe premiere & even exceeds entry level x299 processor when it comes to rendering .

By getting k version cpu you can overclock it to get more performance than its stock condition because you cannot overclock any non k version cpu .
M.2 makes a difference if your file is too large & if you also want quicker load times .
Don't get Cooler master ml240l , get ml240r instead it cools cpu better than that .
There is no dedicated gpu also .

Instead of msi because when overclocking you have to deal with its bios which is the second worst in the industry .

For what you are doing and your budget the the 2700x is a better option than the 8700. Is 1tb going to be enough space? Or do you already have others drives you'll be adding for additional storage.

If you are going with i9 9900k then you should buy Cooler master ml360r because it runs very hot . For motherboard get Asus Maximus XI Hero instead of prime if you are going with 9900k otherwise it will die 2-3 years because vrm will have to work really hard to provide optimal power to the cpu .
Your psu doesn't seem to have more connections for future proofing if you want to add anything later on so you should get Seasonic focus plus gold 650W which retails for $90
