I don't understand why the heads of our Government are not using cell phone call encryption. This would be mostly a mute point, yeah they may have to get a new number but you would be safe knowing the calls were not intercepted.

And why would the NSA want to fix this? To them this is a feature, not a bug.

The way you fix it is by closing the hole the NSA made. Not really the FCCs department. The FCC manages the RF spectrum to prevent interference, censor radio, make sure everyone has land-line access, and making the internet more expensive.
