Repair input /output device error on external hard drive

Hello İ have a toshiba 640 GB hard drive. İ copied a folder from my computer to the hard drive but then i wanted to delete this folder the hard drive is "not responding". srry for my english
 
Solution
I/O device errors are rarely repairable without buying new hardware. Test the drive with manufacturer's diagnostic software. Toshiba do not have any such software but you can use SeaTools for Windows:

Choose the Long/Extended test for thorough testing of the drive.

Any idea where to take it to get it repaired if the hardware is damaged? or do i just buy a new one. the one i have is a 2TB HD so i dont really want to splash out on a replacement if i can get it fixed
