[SOLVED] Replace 2009 Wintel system?

Win7 pro is taking longer to load(several minutes). Intel Core i7-950@3.07Ghz, LGA1366 CPU, Asus Sabertooth X58 MB, FSP 650W, WD Black 1Tb, 12mb (3X4mb) G.skill Ripjaws DDR3 RAM, GeForce 950. 2009 custom build. Is it the old WD hard drive slowing? (no noises) I use system for my college IT courses(4 more years): Word, Access, Visual Studio, C++, SQL, Visio, Python, Java, video streaming, websurfing, no games. Value is a consideration. I love speed and reliability (9yrs on present $1100 system), relative quiet (Black noise is OK). Possible storage: 1Tb WD Raptor 10K $265, replace Caviar Black 4Tb $177, Samsung 840 SSD 1T $153, buy another 1Tb Black and form RAID-0 $73.

Research on new cost effective system leads me toward server reliability +SAS 10K, NAS, Core i3-8100 +1151v2 socket, H370 chipset, ASRock MB, lots of DDR4 RAM, GeForce GPU. I like ATX form factor and solid case, efficient power, easy cooling, Win7 (loathe W10). What would you recommend? Am reading about ARM: is Intel a wise choice? How about a desktop CPU more like a Qualcomm Snapdragon 8 processor? Own an old Macbook Pro with a horrible touchpad (I use a mouse and Win7) and value. Could give up my desktop if I could find a DIY laptop for good value that would allow me to use my 24" Dell U2412 monitor and Logitech Z130 speakers.

You can't go wrong with a Samsung SSD. Since Win7 is losing support in less than a year (Jan 2020) I would go Windows 10. Then look up articles to make Windows 10 like Windows 7. For example replace the start menu with Classic Shell ...

Thanks kanewolf. Which other OS would you use given my requirements? Recall my loathing for W10. Am leaning toward that Samsung 840 1Tb SSD. Have read that price may come down later this year.
