I purchased a gateway NE-22 with AMD E1-2500 APU with Radeon HD graphics 1.4Ghz, 4GB ram windows 8 64 bit.
I bought this for my 11 year old son for school and Minecraft. This PC is super slow with pretty much any action, including gaming. Can I replace the CPU or somehow get this upgraded to a usable state??????

You won't be able to replace the CPU on the NE-22. Best you can hope for on a notebook to increase overall performance is to increase the RAM or replace the hard disk with an SDD.

If you're seeing slow performance in general use (IE, Office, boot, logon etc.), I suspect the primary cause is the hard disk. Cheap notebooks tend to ship with low speed / low power HDDs that bottleneck the machine in normal use.

Check whether you can upgrade the hard disk in that model and if you can, get a cheap SDD for it. Or, just learn to live with it, since the rest of the machine isn't exactly a flyer anyway and you should probably replace it within a year or two.
