Question Replace GPU or build a new system?

Hi, I am currently using this setup since 2017 for gaming and some 3D modelling work in Blender. This costed me around USD 1000 back then including other components (case, power supply, storage etc.).

Ryzen 7 1700 (3GHz)
ROG STRIX B450 F GAMING
Palit GTX 1060 6GB
G.Skill RAM 16GB (2133MHz)
1080p Monitor

I have a budget of USD1500 now. An RTX 4080 SUPER 16GB VRAM cost around USD1200 in my country. Should I just replace only my GPU (and power supply) or rebuild a completely new system? Sorry for bad English, not my first language. I'm more into replacing the GPU only to not spend more on a new build, but would like some opinions from people here.
 
What country are you in? I'd say, if you want to save money, get a cheaper graphics card but one that's still much more capable than your GTX 1060, and replace both the CPU and power supply. Because if you upgrade to an RTX 4080 and try using it with that Ryzen 1700, you're going to find yourself severely bottlenecked by that CPU. If the board works fine you could simply update the BIOS and drop a Ryzen 5000 series CPU in there. Might not be a bad idea to upgrade the RAM too if the budget allows it. 2133mhz memory is very slow for modern Ryzen systems. You could then sell the existing memory to offset some of the cost.
