Question Replaced cpu fan and now LEDs are all that are on. No fans or POST.

Setup:

Mobo: ASRock mb450/ac
Cpu: Ryzen 9 5900x
Cpu fan: noctua nh-d15
PSU: Corsair rm 750x

I have verified with all manufacturers that all components are verified to work with each other. I have tried the previous cpu fan that worked last night and still nothing. New Mobo?
