Replaced CPU fan, computer not powering up AT ALL

Just got a new CPU cooler (ETA-n30), installed smoothly enough, but when I went to turn on my PC it wouldn't power up. Leds don't turn on, none of the fans work, no beep signals etc. As far as I can tell this would only be due to either the mobo or psu, I don't see any fried capacitors on the mobo but I also don't know how a new fan would have affected the psu. I tried taking out the gpu, re-installing the old CPU cooler, and still haven't gotten as much as an led. Need help identifying the problem and what I can do to solve it.
