Replaced dead CPU. Power, but no boot

Long story somewhat-short, I made a failed attempt to delid my 4690K processor, and I'm pretty sure I killed it. I chipped a side of the green board where some of the gold contacts are. I bought another 4690K processor and installed it w/ thermal paste and heatsink, reconnected everything, and it still won't boot.
When I reinstalled everything w/ the old processor, the fans on the PSU and graphics card would spin for about 2 seconds, then everything would power off, then it would turn on again and do nothing. No boot. The first time I tried turning it on, a red light came on to the right of the RAM on the motherboard. After that, the light came on no more.
With the new processor, I get the same results, except now the red light stays on every time. Does it matter if the processor is made in a different location? My old one said Vietnam, and the new one says Malays.
I'm at work currently, but I'll answer what I can until I get home to my PC. Thanks in advance!
 
I did check the pins closely. All of them seemed perfectly straight.
I'll try clearing the CMOS when I get home. I think there was even a button that said "reset CMOS" on the motherboard
 
Alright, after trying numerous things, I got nowhere with it. I tried removing the small battery, pushing the "memok!" button, removing all but one stick of ram, all of the ram, and using the jumper pins and I get nothing.
Does it matter how my keyboard is connected? Theres a PS/2 port for one, but I've always used a USB port. The motherboard is an Asus Z97m-Plus.
 
make sure the 4 pin psu to motherboard cpu power connector is connected and that one of the pins is not pushed out of the connector.



 
I did try to use the damaged cpu. The connector pins were fine. I didnt disconnect them or anything when replacing the cpu, but I still checked to be sure.
I dont think the MB is dead because, when I removed all of the RAM, It gave me only one beep code (1 long beep followed by 2) which was for no RAM detected.
