Replaced my HDD will not boot from DVD

Installed a new HDD in my Toshiba Laptop

Downloaded Win7 Home Prem from Digital River, as that is the Key that is under the computer and O.S it came with from the Big Box store.

Checked Image file burned to DVD "looked fine" .EXE file etc. Burned as an image file.

R&R's the HDD Powered up> Changed the Boot order in the BIOS to DVD and moved the order so the DVD is in #1 position in the BIOS boot menu>F10 to save and exit.
Powered down>Powered up so it would boot from DVD.
Get this message

Check Cable Connection!
PXE-MOF: Exiting Intel PXE ROM
No bootable device--insert boot disk and press any key


I of course hit any key with the message repeats?

I double checked my connection. There are 4 carriage bolts that the drive is attached to, then it is inserted into a plug (for lack of better word) then there is a set screw after it is snugged in. All is good.

Switched a 5600 320gb Toshiba factory drive with a W/D Scorp 7200 320gb
Toshiba Satellite laptop both are the same physical size.

When i burned the DVD with power2go there was that selection and I did select it, then pwr2go stated that it is not available?
How do I test to see if the DVD is correct? I opened on my other computer and can see the files on the disc...

You must be correct. I popped in my Original copy of Win7 Pro and it started to boot right up. I must be making a mistake when burning the ISO file to DVD. That or the Downloaded file is corrupt?
I am using Power2Go Selecting Data and dropping the ISO into the Pane and hit burn. As mentioned prior it stated that the ISO is not a bootable file?
Any ideas?

I don't use power2go but if your selecting data and burning, you're just burning the the iso file to a disc as is, a data disc. You should be selecting something like burn disc image then selecting the iso file where ever you saved it.
