Build Advice Replacement beside GPU

I recently got an RX 590 (GV-RX590GAMING-8GD: GIGABYTE Radeon RX 590 Rev. 2.0 DirectX 12 8GB 256-Bit GDDR5 PCI Express 3.0 x16 CrossFireX Support ATX Video Card) which I installed on a 3 yo system, see specs below. FO4 (fallout 4) is at medium settings and there's some lag. I'm thinking about selling the rest of that system and get a new one. If the storage speed is good perhaps I should keep it and buy a smaller one for the system I'd sell. [see post #5 update 2 for the strike-through reason] RX 590 documentation recommend 500 W and the 3 yo system has 450, so I'd get a new PSU. Any recommendation? I'd like something between low & medium price range. The following is what I'm thinking of selling:

I'm asking for a suggestion to replace everything but the GPU... Actually I'm thinking of keeping the storage, but I need some storage to put in the system I'd sell. [The storage is to be sold as well]

As in the OP: I'd like something between low & medium price range. Since the GPU nor storage wouldn't be replaced, I think 350 400 CAD should be enough, 400 450 worse case.

Update 1:
At the time of the post 350 CAD = 243.16 USD = 226.70 € 400 CAD = 279.17 USD = 260.53 €. Also, if the motherboard won't be significantly more expensive, I'd like it to include graphics; so in a couple years if I decide to keep the GPU but sell the rest, I don't need to find the system a GPU.

Update 2:
Strike-through and replacements about storage & budget. I realized the storage I got isn't as fast as I thought, thus want it to be replaced along (so everything but the GPU).
