My trusty old Vostro 420 HRKR74J has recently ran into video problems with Win 10. I get the message Video TDR Failure, error code 0xc00000bd, ATIKMpag.sys. i tried updating the drivers but to no avail. Apparently I need to replace my ATI Radeon HD 3600 graphics card. Can anyone advise:
1. What is the power consumption rating of this card in (watts)
2. Will a card with PCIe 2.0 fit slot.
3. Is there anything else I would need to consider?
4. Any recommendation of a card that is Win 10 compatible?

Solution
1. TDP data is not available for that card, but the Radeon HD 3650 uses 75 Watts so it should be comparable or slightly less than that.
2. You have a PCIe 2.0 slot for a GPU in your case, and Dell was kind enough to leave plenty of space for growth.
3. You should measure your available space, since Dell only specifies it accepts "3/4 length cards". A full size GPU may be out of the question, but there's plenty to choose from still.
4-1. Windows 10 compatibility goes beyond just the GPU here. You're using DDR2 RAM still, and a Core 2 Duo processor. You can expect it to run, but don't expect it to do so very well. It seems like you're just trying to squeeze the remaining life out of this old computer. It will be time very soon to just...

4-2. If you really want to put Windows 10 on this computer, these cards will do the job, probably without replacing your PSU:
GTX 1050 ~ $110 - $150
GTX 750/750 ti ~ $100 -$150
Radeon RX 460 ~ $100 - $130
Radeon R7 250 ~ $60 -$100
