Replacing hard drive on HP desktop, can I clone the old one?

Can I clone my old prebuilt desktops hard drive along with the OS onto a new hard drive?

Yes, you should be able to do that, with the proper software. Seagate, and Western Digital I believe have software that allows you to do this, as long as the new drive is their brand.
