Can I replace my Intel Celeron 847 1.1 GHz Dual core with Intel Core i3 3217U ? Or if not, what can you propose, what would be the best replacement (cost and quality,speed)? The motherboard is MSI C847MS-E33.

There is no safe way for you or me to unsolder it, and if we did, the probability of re-soldering a new CPU, without special equipment, we lack, would be near ZERO!
There is no practical replacement. You need a new CPU/Motherboard.
The best by far is to get that new athlon 5150 quad core apu and mb. Reuse your memory.
You will have some issues with reusing windows since it is oem i think they allow you to phone in and change boards a few times to reactivate windows oem versions.
A budget used card like a HD-6870, HD7850 or 7870, or a R265, 270 or 370 would be good with the 5350.
***I am not saying this $60 apu is all of the sudden going to overclock and replace a real gaming cpu that costs over $170.
