That suggests then some issue with PUMP_FAN pins 3 and/or 4.

Namely:

Pin 3 = Tach/Signal/Sense
Pin 4 = Control/PWM

Because both fans work via the CPU_FAN header the problem is likely within the PUMP_FAN connection.

Any access to an additional known working fan or two to test as well.

Objective being to confirm, in some manner, that the PUMP_FAN connection is the problem.

Or that some other factor is involved.

I am thinking that the motherboard must have been configured this way, and it is very rigid as there is absolutely no configuration available for the fan headers in the BIOS beyond viewing the RPMs for the 2 labeled 4-pin headers. That is all. It is a very limited "dumbed down" BIOS. And MSI will not provide any information as they say HP has this information, and HP cannot be contacted directly (unless you know a loop-hole about how to contact HP directly?)

BIOS is up to date as up to date as it can be, 2016. I removed all of HP's diagnostics, as before I used my computer I did a hard reset. I believe it came with Windows 8 or 8.1 and I did the installation of Windows 10 from scratch to remove all of their bloatware. I'm very anal and/or particular about things, you see.

By the way I've done that exact same support inquiry through HP. Since these warranties are expired I cannot contact customer support directly unless I sign up for $16.99 a month. The only alternative is to use the community forum. And I post on the community forum being just as thorough and descriptive as I have been here, and the responses I receive are boneheaded as they apparently can't read one or two sentences and are condemning my computer as being too old and it's time to throw it out, lol.

Hey guys, just wanted to update you that the modified fan harness works. I'm glad to have changed fans to the Silent 9 fan as it runs at full RPM but is quieter than the stock case fan. In deciding which fan to run at full speed it is obvious to let the case fan run at full speed as it is quieter than the air-to-air fan powered heatsink.

I modified a fan extension cable as shown here, of course, using shrink wrap and soldering the connections for maximum longevity and obedience to OCD. For a few bucks I prefer this method of modifying the extension cable so that the fan's wiring won't have to be modified and in the event that the case fan needs to be replaced 10 years from now (heh!) you can simply swap it out without having to do any modifications to the wiring.

Thanks for the suggestions - I think we can consider this lengthy case CLOSED! Hope it can help anyone dealing with a strange HP PUMP_FAN header in the future as well!
