replaying fallout nv on a highend rig and geting 5 to 14 fps

I got nisagic and decided to replay fallout nv for the first time in years. Since the last time i played it i was on a thinkpad t410(which i would get 20 to40 fps) and now i'm on
Intel I5-7600@3.5
32 GB ram
Nivata Gtx 1070
And i'm getting worst frame then my laptop, 4 to 8 fps. Any help will be appreciated


Edit 1:just moved the game over to my ssd that i have my os on and that moved it up to 15 which let me get passed the white screen at the beginning there is no sound and all the animation are not going all the way thow.

Have you tried reinstalling the game? Is it Steam version? Also does this happens in any other games you play? 4 to 8 fps doesn't seem right for your config.

yes i have reinstaed the game and yes it is on steam
