hello..3 days ago i built my first (budget) gaming pc...i have noticed that the temps are a little bit high and the stock cooler that came with my cpu(amd athlon x4 750k) isnt enough...will this cooler be better than the stock one?will it drop the temps so i can be confortable while playing games and not be worryed about the temp?(temp while playing with stock cooler is close to 70c) so this is the cooler that i am thinking of buying http://www.coolermaster.com/product/Detail/cooling/cpu-air-cooler/hyper-tx3-evo.html (i am on a budget and this cooler is affordable for me...)

Yes it will. Keep in mind that many coolers claim to be silent; fan size will determine the overall tone of the sound they do make. In my own experience, a 92mm fan has a more annoying tone than a 120mm fan, even if the latter is louder.
As I expected, a few people have parroted the more-expensive CM coolers. If you can find a NZXT or Xigmatek 120mm cooler, it will be cheaper, and may be within your budget.
Yes, the cooler is definitely better than the stock cooler, but you can get significantly better performance by just dropping a few extra bucks.

My recommendation would be Cooler Master Hyper 212 EVO. Another recommendation would be the Enermax ETS T40, it is similar to the Cooler Master Hyper 212 EVO, just a little ahead of the CM's Cooler.

Hyper 212 EVO costs about $30. Enermax ETS T40 costs about $40, at least the last time I checked it.

right now i am on a very tight budget...those 2 that you recomended me cost 40 euros...the one that i asked is 20 euros...half of the price...i will not be overclocking...i will mostly playing games...my temp while gaming is 70C with the stock cooler...thats what i DONT want...70C while playing...will that one do the job better so i can enjoy while i am playing and not having to worry about my temp?

i will not going to be overclocking...so if i buy hyper TX3 how much will the temp drop?(70C gaming, browsing 55C and idle 39C all that with the stock cooler..)
