Requested Resource in use error

I have some sort of virus, or malware, or just something no idea what anything really is. But it stops malware-bytes from being ran, it stops many things i've tried to use to find and remove it.
If anyone has any idea on what is causing this issue and the easiest or only way I can resolve it, I would appreciate it immensely.

Get adwcleaner. Run it click on scan. Once it finishes click on clean.

Then reboot then see if it comes back. If it doesnt click on file/uninstall to remove it

adwcleaner is also getting 'requested resource in use'

Disable system restore if its enabled or do it in safe mode
