Require Chinese language CPLEXE in windows service pack3

I'm not in an XP system at the moment but if you don't have that file in either of the c:\windows\service pack files or c:\windows\i386 folders, it may be that the original system wasn't set to use Chinese. When you go to Control Panel>Regional and Language, do you see the option under Advanced to install extra files for complex Eastern languages? Is there a setting to change the Unicode?
