required disk space bigger than actual download

So i downloaded total war shogun 2 and steam said that the required disk space is 23GB but the actual download is only 15.1GB is there a reason for this?

The download is one size, the actual resulting install is larger. This is normal.
To minimize download time, many things are compressed.

the download is a condensed version. once everything is unpacked and where it needs to be, it will be bigger than it started.

kind of like a zip file. it is compressed. unpacked it is a lot bigger.
