i want a ups that can handle the psu wattage
Will APC BX600CIIN enough for it?

Solution

That CPU overclock would take around 26 Watts more than when operating at stock clock setting.

Overclocking the ASUS Strix GTX 970 would increase the graphics card's maximum power consumption by 33 Watts.

The Corsair VS650 is theoretically more than sufficient to handle the overclocking.
Well first off I recommend the Seasonic PSU. Second, that PSU is not large enough it only outputs 360 Watts of power where your PSU needs more then 650W...

APC Back-UPS,360 Watts /600 VA,Input 230V /Output 230V

Includes: User Manual, Warranty card

Standard Lead Time: Usually in Stock

If you plan to use the UPS to provide battery power to the computers monitor you will need to account for its wattage use as well which is likely to be anywhere from 75 to 125 Watts.

Make sure the vendor will allow you to test your system with the UPS to determine whether or not it will switch over to battery operation during a power interruption event.

The PSU's APFC circuit may not be compatible with the UPS' output waveform (i.e. stepped approximation to a sinewave or simulated sinewave) when its operating on battery power and will fail to switch over essentially rendering the UPS a useless device.

A pure sinewave UPS eliminates that compatibility problem but is more expensive.

Which brand and model of GTX 970? They don't all draw the same amount of power.

In theory the Corsair VS650 is more than sufficient.

Just make sure that the SKU# is CP-9020098 (i.e. 80 PLUS 230V EU Certification) and not the discontinued CP-9020051 (i.e. No 80 PLUS Certification).

The CP-9020051 has more than double the DOA (Dead-On-Arrival) rate of the CP-9020098.
