Requirements for Fruitloops and ProTools

Alright so, my brother wants to create a computer to make some lit music. The programs so far
he mentioned he wanted to use are Fruritloops and Protools. I was wondering if you guys could
give me some pointers as to what are the requirements to running such programs and what would
be the most cost-efficient desktop I can build for them. Honestly, if its not too much trouble you guys can send all kinds of desktops from any cost range. What I mostly want to get out of it is what I most likely should be looking for when it comes to making music in general, what's the most important components. Which components should I spend more on so I can make better music.

most DAW softwrae loves lots of cores, 8+16 thread type of CPU, 32GB ram, lots of RAM for samples storage in RAM and plugins. SSD for main drive, and a fast large HD for recording. GPU isn't important. Say any cost range doesn't help, can make a $20,000 DAW if you want. lol.
